New grower here .. today I transplant from 5 gal pots to 10 gal.  The plants look a little thirsty this morning … should I water then transplant this afternoon or  just water them  and  transplant ?

I’m just starting as well, but from what I understand, as long as the (guessing soil?) is not to dry to transplant, I would transplant and give it just a little water to dampen, then a full water/feed first thing in the morning. If it’s really dry and droopy, water/feed now and transplant in a day or two. Transplanting is stressful, don’t want to move an already stressed plant.

Slightly moist is best. It helps keep down dust and keeps the root mass cohesive. Too wet and it will fall apart. Too dry and it makes a mess, plus you don’t want to breathe in dirt.
